Preston County Value Types
A Preston County property record carries several numbers. The Assessor's portal shows land, building, and total appraisals. It also lists acreage, sale-price filters, and sale dates. State valuation rules tie true-and-actual value to the assessed figure used for taxation. A recorded deed may state consideration or lead to the Assessor's Sales Record Search. Keep the record year and label with each number so a value estimate, a taxable figure, and a transaction price stay distinct.
| Value | What It Is | Where |
|---|---|---|
| Assessed value | Tax value generally set at 60% of true-and-actual value | Assessor roll / state law |
| True-and-actual or appraised | Assessor’s full-value estimate for the stated year | Preston Assessor record |
| Recorded sale consideration | Amount associated with one transaction, if available | Sales Record Search and deed |
| Land / building / total | Separate assessment components shown by the portal filters | Assessor record |
| Taxable amount | Assessment after applicable exemption or land-use treatment | Assessor program record |
Preston County follows the state's July 1 assessment date each year. Assessed value sits at 60 percent of appraised value. That ratio is a tax formula. It is not a prediction of what a parcel would bring at sale. Homestead, Farm Use, or Managed Timberland classification can lower the taxable amount on a property record. And a deed's stated sale price reflects one transaction on one date. It carries its own conditions. It is not a current appraisal.
Preston County Property Value Assessment Level
West Virginia's math runs in two steps. True-and-actual value times 60 percent gives the assessed value. Assessed value times the levy rate gives the tax. The first step is the valuation rule, and the second is the tax calculation, which depends on levy rates set outside the appraisal itself. The state code defines true-and-actual value as the price a willing seller and buyer would reach in a voluntary sale under normal conditions, not a forced-sale figure.
Assessment is annual, dated each July 1. Counties must keep values current in repeating three-year cycles. Each cycle blends parcel visits with sales-ratio work, and annual maintenance fills the years between visits. Not every parcel is reviewed the same year. A Preston County property can sit out a visit while others in its cycle are inspected. No published list identifies which parcels were visited in a given year. Check the year beside the value field, and ask the Assessor how a particular parcel's record was updated.
Two statutes anchor the framework. The annual assessment statute and valuation maintenance statute set the rules the Preston County tax roll follows.
Find a Preston County Value Record
The Assessor's Property Record Search is the way to reach a parcel's current value fields. Search by street, owner, or parcel number. Then compare land, building, and total appraisal figures. The portal offers value and acreage ranges plus a separate Sales Record Search. The office publishes no sample card. So confirm the exact labels and displayed year on the live record.
- Locate the parcel through Preston Assessor Online Services or mapWV and preserve the district/map/parcel key.
- Read land, building, total, class, and the year or label shown with each value.
- Use Sales Record Search for a sale date and price, then compare the deed before treating it as a market reference.
- Ask the Assessor whether a current revaluation, correction, or land-use treatment explains the difference.
- Assessed value
- The tax amount before exemptions, generally 60% of true-and-actual value.
- True-and-actual value
- The state’s voluntary-sale value under normal terms.
- Sale consideration
- The price or amount associated with a particular deed transfer.
- Level of assessment
- The percentage relation between full value and the tax assessment.
Preston County Property Value Sales
The Assessor's Sales Record Search narrows transactions by price range and sale-date window. Use it to find a parcel's sale. Then pull the deed and its recording reference. The office publishes no countywide trend or typical price figure, so a single sale should carry its own date and parcel number rather than stand in for the market. One recorded price is one event. It is not a countywide estimate. Its conditions may say little about another property's worth.
Comparing two sales takes discipline. Keep tract size, district, situs, recording date, and assessment year beside each reported price. The search filters accept a price range and date window, but the office documents no fixed result columns or normalized comparable list. A parcel with different acreage, building area, or legal description may not compare well. Same road does not mean same value. Treat it as a candidate finder. Then inspect the deed before concluding anything. The Preston Assessor Sales Record Search is the local entry point.
The Assessor’s sales-record service filters candidate transactions by date and price.

Use the sale page to spot a comparable event. Then confirm the actual instrument at the Clerk's office before drawing any conclusion about value.
Preston County Land and Building Values
mapWV exposes separate minimum and maximum fields. These cover land appraisal, building appraisal, total appraisal, calculated acres, and deeded acres. Those pieces show how an assessment was assembled. They cannot tell whether a building's condition changed after the roll was updated. Nor do they prove an improvement is fully described. Check the parcel's class and year before comparing amounts. Ask the Assessor about any field that looks blank or inconsistent.
A larger total can have many causes. Land, structures, acreage, class, or reassessment could each move it. The number alone reveals none of them. Compare prior map cards and land books where available, and note their dates. The Assessor's sources describe current and historical scans. They publish no complete list of year ranges.
Preston County Exemption Effects
Exemptions and classifications change the taxed value, not the market. The local FAQ lists a $20,000 homestead exemption from assessed value. It applies to a person age 65 or older. It also applies to someone certified totally and permanently disabled. Applications run July 1 through December 1. Farm Use and Managed Timberland treatment can also change the value used for taxation. The FAQ sets the Farm Census/Farm Use and timberland deadline at September 1.
Tax class matters for the levy as well. Class 2 covers owner-occupied or farmed property. Class 3 is other property outside a municipality. Class 4 is other property inside one. Per the FAQ, the Class 2 levy rate is half the Class 3 rate. It is also half the Class 4 rate. These are tax rules, not market-value measures. A mailing address with a city name does not settle the question. It cannot tell whether the parcel sits inside municipal limits.
Confirm program eligibility and filing status with the Assessor. Calculation and ticket details appear in the Preston County property tax records material.
Preston County Sale Price Context
A deed's consideration and an Assessor sales result may not equal an ordinary market price. Family transfers, gifts, estate distributions, partial interests, foreclosures, and mineral reservations can all make a recorded amount a poor comparison. Before treating a sale as evidence, check who conveyed what. Was the transfer voluntary? Does the land description match the tax parcel? A recent transfer is useful evidence, but it is not an appraisal by itself.
The assessed value serves taxation, resting on the applicable assessment level, class, and programs. A buyer, seller, or lender needing a current market opinion should rely on a qualified appraisal or other appropriate valuation work. Public property records answer questions and support comparisons. They are not a promise of future price.
Limits of a Preston County Value
An assessor figure is a tax record. It is not a promise about what a specific property would sell for today. It may rest on a mass-appraisal method. It also reflects a July 1 assessment date, and parcel information may be maintained on a different schedule. A tax amount adds the levy and any applicable taxable-value treatment. A last-sale price belongs to one transaction with its own terms. Keep those distinctions clear when comparing Preston County property values.
Value vs price. Preston County’s assessment is used for taxation and is not a market appraisal. A licensed appraiser can provide a current opinion for a sale or lending decision.
A value answer works best when it names the source, year, parcel, and type of number. Confirm errors or questions with the Assessor before relying on the roll for a purchase, tax review, or property history.
