Access Preston County Property Tax Records

Preston County property tax records come from two offices with different jobs. The Assessor values land and buildings. The Sheriff's office tracks the tax ticket and payments. The assessor's tax roll ties a parcel to its owner of record, its tax class, and its land and building values. It also lists any programs that apply. The Sheriff's inquiry shows the taxpayer, tax year, ticket number, and payment status. Each record answers its own question. A tax record helps with a bill or an assessment review. But it is not a deed, a sale price, or a title ruling. To search Preston County property tax records by address, start with the parcel details each office posts.

Preston County Property Tax Record Fields

Know which system produced a number before you use it. The Assessor keeps the tax-roll parcel and its assessed characteristics. The Sheriff keeps the ticket and its payment status. West Virginia applies a 60 percent level. True-and-actual value times that fraction gives the assessed value. The levy applied to that figure produces the tax amount. Exemptions and classification can shift the taxable calculation. A sale search offers separate transaction evidence. Treat the three as distinct pieces of Preston County property tax records, not interchangeable ones.

Read every appraised field with its year and its land and building split. That context gives the figure meaning. The West Virginia 60 percent level is a tax assessment rule, not a prediction of what a Preston County parcel would sell for. Classification and levy effects also shape the final tax bill. A recorded price proves a transaction happened on a date. It is not an appraisal.

Preston County Property Tax Cycle

West Virginia's assessment date is July 1. The Assessor sets true and actual value. State law fixes the general assessed level at 60 percent. A repeating three-year property-visit cycle supports valuation, with annual maintenance between visits. That does not mean an assessment changes only once every three years. The statute describes an ongoing cycle with yearly upkeep. The County FAQ lists local dates, classifications, and programs.

The Preston Assessor site posts a Property Record Search, a Sales Record Search, Map Cards, Land Books, Levy Rates, a Tax Estimator, and forms. Use the sales search for transaction evidence. Use the roll for the valuation fields. The web data is informational, and the office notes that the official record stays at the courthouse. If a figure looks stale or the parcel characteristics seem off, ask the Assessor which date and record sit behind it.

The West Virginia annual assessment statute sets the July date and the true-and-actual standard, and the three-year cycle appears in state code. State law is only the frame. Read any parcel result against the Preston record year and class.

The West Virginia assessment statute describes notice and review rules that apply to county assessments.

The notice spells out procedure for Preston County, but the dollar figure on any tax bill depends on the parcel's own appraisal and the assessment year.

Find a Preston County Tax Ticket

The Sheriff's Tax Inquiry covers the amount and payment side of Preston County property tax records. Its form accepts several search paths. Enter a taxpayer name in last-name-first order, an account number, or a tax year with ticket number and suffix. The district/map/parcel/sub-parcel combination also works. Filters limit results by tax year. Real and Personal, Paid and Unpaid, can be separated. Use the official service for current result fields, coverage years, and payment details.

  1. Choose taxpayer name, account, tax-year ticket and suffix, or district/map/parcel/sub-parcel.
  2. Set the tax-year limit and select Real or Personal plus Paid or Unpaid as needed.
  3. Record the ticket and payment status; call the Sheriff for current balance or a result that needs context.
  4. Check the Assessor separately for class, exemptions, and assessed value.
Assessed value
The value used in the tax calculation after the state assessment level is applied.
Levy
The rate applied to assessed value to calculate a tax charge.
Homestead exemption
A Preston program that reduces the taxable amount by the first $20,000 of assessed value for eligible applicants, subject to the Assessor’s rules.
Tax lien
A recorded or statutory claim; confirm the instrument and current status with the proper office.

Preston County Sheriff Tax Search

The Sheriff's indexed inquiry is built around a tax account, not a deed. The name field wants last name first. Other paths use a taxpayer account number, a tax year plus ticket number and suffix, or the district, map, parcel, and sub-parcel pieces. A tax-year limit narrows the list. Real/Personal and Paid/Unpaid filters refine it further. Confirm the fields on the live portal, since the indexed public page is their source.

The office is at 106 W. Main Street, Suite 102, Kingwood, WV 26537; call 304-329-0105 for current status or payment questions. The portal shows “Pay your taxes online” and “Tax Payment” routes, but fees, accepted payment methods, and transaction behavior were not inspectable in the capture.

Preston County Tax Classes

The Assessor's FAQ sorts real property into three classes. Class 2 covers owner-occupied homes, mobile homes, and farmed property. Class 3 takes in property outside a municipality that is not Class 2. Class 4 is non-Class-2 property inside municipal limits. The levy rate is the real difference here. Class 2 pays exactly half the Class 3 or Class 4 rate. Mailing addresses can mislead. A town name on an envelope does not place the parcel inside the municipal line. Confirm the boundary before assuming a class.

Exemptions matter too. Homestead relief knocks the first $20,000 off the assessed value for owners age 65 or older. It also applies to people certified totally and permanently disabled, per the local FAQ. Apply between July 1 and December 1. Farm Use and Managed Timberland designations also change the value used for taxation. Their filing deadline is September 1. The Assessor handles all approvals, and a tax classification never proves possession or physical use.

Before paying, match the parcel's assessment record against the tax bill. Confirm the class and every exemption. The Assessor FAQ lists the programs and local filing dates. The Tax Office ticket shows the amount currently owed.

Preston County Tax Calendar

Preston County's tax year runs on several separate dates. An assessment notice, a program filing, an appeal, and a payment each follow their own step. So keeping the order straight matters. The local FAQ says tax tickets are mailed by July 15. The calendar that follows collects the dates documented by the Assessor.

July 1Annual assessment date; Managed Timberland contract deadline listed by the Assessor.
July 15Target for mailing annual tax tickets.
September 1Farm Census/Farm Use and Managed Timberland applications due; first-half taxes due for the 2.5% discount; business personal-property returns due.
December 1Homestead exemption application deadline.
January 31Complete the value appeal request with the Assessor.
FebruaryBoard of Equalization and Review meets by appointment.
March 1Second-half taxes due; local FAQ states a 2.5% discount for both half-year payments.

Deadlines can shift. Confirm this year's instructions first. A calendar entry does not extend a filing period, the Board meeting requires an appointment under the county FAQ, and tax tickets with payment status stay with the Sheriff.

Preston County Property Tax Sales and Value

The Assessor's Sales Record Search shows a recorded sale date and price. It appears beside land, building, and total appraisal fields. A recorded price reflects what the parties reported. It may not be an open-market number. Family conveyances, gifts, and partial interests can distort it. Estate transfers, foreclosures, and mineral reservations do the same. Before relying on a sale clue, confirm it against the deed. Note the parcel, date, and deed reference.

West Virginia defines true-and-actual value as the price property would bring in a voluntary sale under normal terms. It is not a forced-sale figure. The tax assessment generally sits at 60 percent of that value. Class and levy rates are applied afterward. Homestead or land-use participation can shrink the taxable base. So treat the Sheriff bill as a tax figure rather than a market appraisal. Compare values by year and source.

Review a Preston County Tax Assessment

A Preston County appeal starts with the Assessor's value. It can end at the Board of Equalization and Review. The FAQ directs owners to file an appeal request by January 31. The Board meets in February by appointment. State law covers notice of a material increase and the right to seek review. The Assessor supplies the current form, evidence requirements, and appointment route. Ask before the deadline.

Build a tight parcel record first. Gather the assessment year, land and building values, and property class. Add the legal description and any comparable sale or factual correction. A sale comparison must involve similar property at a relevant date. The assessed value itself is not a sale price. Ask the Assessor how to submit evidence and whether an informal conference is offered. Payment questions go to the Sheriff instead.

Appeal window. Complete the Assessor appeal request by January 31; the Board of Equalization and Review meets in February by appointment. Confirm this year’s form and meeting instructions with the Assessor.

The West Virginia assessment notice statute requires notice by January 15 whenever a real-property assessment rises more than ten percent and at least $1,000, subject to statutory exceptions. That notice rule stands apart from the Assessor's September 1 filings and the tax-payment dates. The county FAQ carries the local calendar. It also lists the office phone.
